The installer files are packaged into two *zip files:

Unzip both files into the same local folder on your PC, for instance:
C:\<local folder>\STARTER_V54_SP2_HF1_Programm
The actual folder name doesn’t matter.
Read the C:\<local folder>\STARTER_V54_SP2_HF1_Programm\01_Readme\Readme.rtf file for installation details. Main
Run Setup.exe as Administrator.
Select all checkboxes (including STEP7). Also select all checkboxes including Automation License Manager and SIMATIC CFC V9.0 SP5.
The process may take 30 mins or more. Restart when done.
Need floating license to operate DCC. This is handled via ALM (Automation License Manager).
The license dongle in inserted and shows on Automation License Manager under License Key. Transfer this to My Computer -> C:\ drive to be accessible on STARTER.
