Updated the VBI and VISP TaskBase subclass private methods to be public so that they appear in the user documentation
Updated the portal and portal tests to handle floating point numbers for data set size
fixed a bug in in the movie description in Vimeo that truncated descriptions as a result of special characters in the text
Removed the summit-ingest-worker and the ops-support-worker from DC design and implementation as they have been subsumed by the dc-cloud-worker.
